In Korea, each weather agency has a standard tree, and the official flowering date is recorded when 3 to 5 or more flower buds have bloomed on the standard tree.
The full bloom standard is set when 80% or more of the standard tree has bloomed.
So, it seems like +1 or 2 days from there would be enough.
