They said that the gate from Changdeokgung Palace to Changgyeonggung Palace closes at 5 o'clock, so if you want to go over, you have to enter before then, and the viewing is allowed until 9 o'clock.

There was an event going on, but I wasn't really interested in taking pictures, so I just went somewhere else.
